It sounds like you have done a fair deal of searching if you went through online government sources. (It's rare that I find these helpful to me, but maybe I am a demanding citizen.)
Curiosity for me is this: wouldn't there be information that would be helpful on how to handle customers out of some of the "beauty schools"? I have talked with a friend who rents space and runs her own hair care place all by herself and she mentioned that she went through courses that covered a lot of stuff you wouldn't think a "hairdresser" would know, like relaxation of the customer and stuff that sounds like "massage therapist" in a way. Given that, it makes me wonder whether there would not be applicable content on what makes for a good customer service experience in a hair care environment from one of these organizations. Kind of surprises me that you would wind up with the Ministry of Training in your quest rather than a beauty industry training school, actually.
Do you think that gets you in the right direction?
