Is it possible that quality is not a concern for any account?

There is this company that provides tech support to different clients. I happened to notice some serious gaps in customer service and took it up with the Help Desk Manager. But to my shock he said "For this process, quality is not a concern!". He said this when his company was already paying penalties for not meeting SLA targets to the same customer! Is it really possible to have ANY client for whom quality would not be a major concern?
