I know there are companies out there that will certify a CS department, but are there any that are nationally (like a standard) recognized?

What about certifications specifically for CS managers?

As a Work Based Assessor, I would recommend working towards a qualification. In the workplace, where the candidate has to improve and demonstrate consistent competence, this would normally be an NVQ at whichever level is appropriate to the job role.
For those who are not closely familar with competency qualifications, each of the units have been rewritten to embrace a credit rating compatible with mainstream education and have recommended Guided Learning Hours ascribed to them. The is an important added dimension to the former assessment only approach. In other words, learning has become a mandatory factor.
