Agent's accountability

We are having an issue with agents not following procedure at our service center. We are trying to find a way to make the agents more accountable for their. We don't want to implement a system to punish or police the agents but are rather looking for a way to make them realize how important it is to follow the procedures in place.

Does anyone have any ideas on how to make agents accountable for their work?
